How we file
Filed electronically through eCorp, as a service company
Remove Registered Agent files each signed certificate electronically through the E-Submission upload of eCorp, the Department of State's online filing system, under its operator's service company account; filers without a service company account email or mail the Certificate of Change.
An uploaded certificate goes into the Department of State's system when it is submitted, dated that day, with a work order number, and there is nothing to print, mail or scan. Of the 12 Certificates of Change our operator emailed to the Department of State from June 15 to July 1, 2026, 11 were dated the day they were sent or the next business day; a mailed one is dated no earlier than the day the mail reaches the Department.
The Department of State reached out to our operator in June 2026 because of its filing volume; our operator applied, and the Department approved the application and set up its service company account.

How these figures are counted
- Filed
- A Certificate of Change counts as filed when the Department of State filed it from our operator's submission, or while the State's response to it has yet to reach us. Each is dated by the day it was submitted through eCorp, emailed, faxed or mailed, as a New York calendar day.
- The State's response
- The day the Department of State's response to a certificate reached us.
- Days
- From filing to the State's response, to one decimal. A mailed certificate's days include its time in the mail, so they are an upper bound.
- Median and slowest
- Over each route's accepted certificates.
- Acceptance rate
- The share of the certificates the State has decided, accepted or rejected, that it accepted, rounded down to one decimal so a rejection is never rounded away. A certificate awaiting the State's response is left out of both.
- LLC names
- Shown partly masked once the LLC's order is complete. While an order is open, its row keeps its dates and route and leaves the name out.
- Rows added from a receipt
- An accepted certificate our operator's filing records cannot hold is added from the State's filing receipt for it, and from the report of its sending where the receipt does not give that day. It counts in every total, and in its route's row when the route is known; a detail no source gives reads "Not recorded" and is left out of every median.
